Bioware can't exactly go about telling people to go and find out how to use it if they want to decide on the choices. Yes, but that would require 3rd party software. honestly you can handle all the plot and side plots in gibb with just a few clicks and witha little more digging you can even set variables so that you could theoretically make a ME2 import save to ME3 where your shep has romances with every choice I seen it on youtube once though the game hiccups on the love scene before the cerberus base to randomly have your LI if their in the normandy squad show up, and ditto for the Citadel DLC rise and shine post party and the final goodbye bit.

Easier to just make the DLC, and as Motoko said, makes it easier to do a run of a specific game without doing a previous one. Kind of silly if you ask me, but it probably would have cost too much to port them over compared to how much they thought it would sell. Same deal with Genesis 2, it was made for WiiU owners who didn't have the previous games.
